Reader’s notes

p. 251. Five columns: stub plus Number/Percent under each of the two period headings. No stub heading is printed; no footnotes appear under the table. Scan quality: this page is a coarse bitonal scan in which periods are frequently lost. Decimal points in the Percent columns are not visible as distinct dots (the cells read like "100 0", "43 9"), but the values are unambiguously one-decimal percentages — within each panel they sum to 100.0 (43.9+23.7+8.8+2.7+20.9 = 100.0; 57.7+20.5+3.4+.9+17.5 = 100.0; 61.2+9.7+17.9+2.2+6.7+.8+.8+.7 = 100.0) — so they are transcribed with decimal points. The same period-loss affects "U. S." in the two section labels, where the letter spacing indicates abbreviation points; spacing there ("U S courts") is my reading of "U. S.". Column heading, first panel: the second date renders as what could be read "June 80, 1961"; the table caption (not transcribed) reads "July 1, 1960–June 30, 1961", so it is transcribed as June 30, 1961. The three sub-.995 percentages in the cumulative column are printed with no leading zero (".9", ".8", ".8", ".7") and are transcribed that way. The corresponding 1960–61 Percent cells for the last three rows are printed as a bare "0", not "0.0" or ".0". Both the "148" and "2,129" row groups add exactly to their totals (65+35+13+4+31 = 148; 1,228+436+73+19+373 = 2,129), as do the Supreme Court groups (2+1+4+1+2 = 10; 82+13+24+3+9+1+1+1 = 134), which supports the digit readings on the low-contrast rows. Minor OCR-style ambiguities resolved by those checks: "35" (not 85) in Board orders enforced with modification, "82" in Board orders enforced in full (Supreme Court), and "3" in Remanded to Board (Supreme Court). The Supreme Court label "Board orders enforced in full" renders as "fall" in the scan; it is the same phrase as in the appeals panel.
