Only the grand Total row and four census divisions (New England, Middle Atlantic, East North Central, West North Central) are present; the remaining divisions/States and the text of footnote 1 (marker printed on the stub heading "Division and State") fall on the continuation, so `footnotes` is empty. Suspected misprint: "West North Central" / "Number of employees eligible to vote" is transcribed as printed, 25,309, but its seven States sum to 25,399 (3,718 + 5,076 + 11,700 + 362 + 380 + 1,535 + 2,628). The third digit is a degraded glyph that could be a 9; every other cell in that row and column cross-foots exactly, so the discrepancy is isolated to this one cell. Many numbers are typeset with the thousands comma rendered as a bare space in this scan (e.g. "158 046", "13 656", "41 972", "15 020", "5 156", "26 835", "9 300", "3 778", "13 175", "14 953", "10 462", "3 407", "2 357"); these have been written with commas per instruction. Low-quality glyphs resolved by arithmetic (all verified against both the row sum and the division/column sum): Total row, column "Total" reads 6,354 (= 2,170 + 1,393 + 2,791); Total row, "No union" reads 163,617 (158,046 + 81,647 + 163,617 = 403,310); New York "Total valid votes cast" reads 65,356, not 65,358 (26,261 + 19,312 + 19,783 = 65,356, and 65,356 + 15,020 + 26,309 = 106,685); New Jersey "employees eligible" reads 16,454 (not 10,454); Pennsylvania "AFL-CIO affiliates" valid votes reads 9,948 (not 0,948); Indiana "Employees in units choosing representation" reads 5,626; Wisconsin "AFL-CIO affiliates" elections reads 39; Iowa "employees eligible" reads 3,718; Nebraska "employees eligible" reads 1,535. A stray ink/pen mark (a short hooked stroke, not a footnote marker) sits immediately to the left of the value 123 in the New England row, "Number of elections ... won by— / AFL-CIO affiliates" column; it is not transcribed.

p. 248. This crop is a continuation page: no column headings are printed on it, so header_rows is empty. The grid is 11 columns (stub + 10 numeric columns), read from the vertical column rules; the table also continues from a previous page (earlier regions/States are not on this crop). Verification method: every one of the 10 numeric columns was checked against its regional subtotal row (South Atlantic, East South Central, West South Central, Mountain, Pacific, Outlying areas). All 60 column/group checks reconcile exactly with the values transcribed above. Three cells are degraded in the scan and were resolved with help from those subtotals; all three involve a printed 9 whose tail has filled/broken so that it reads like a 0 at this resolution: - Hawaii, column 7: the glyphs appear as "066"; a leading zero is impossible here, and the Outlying areas subtotal (5,738 = 316 + X + 4,340 + 116) fixes X = 966. Transcribed 966. High confidence. - Arkansas, column 6: the hundreds digit appears as "0" ("2,039"), but the West South Central subtotal for that column is 30,723, and 2,939 + 7,398 + 3,783 + 16,603 = 30,723 exactly (2,039 would leave the column 900 short). Moderate-to-high confidence. - Mississippi, column 5: the tens digit appears as "0" ("4,406"), but the East South Central subtotal for that column is 24,680, and 3,750 + 9,690 + 6,744 + 4,496 = 24,680 exactly (4,406 would leave the column 90 short). Transcribed 4,496. This is the least certain of the three — the alternative readings would be a misprint in the East South Central column-5 total, or a misread in one of the other three States of that group, but 4,496 is the only single-digit resolution. Other notes: Nevada's column 8 (555) and column 9 (97) look out of line with neighbouring States but are confirmed by the Mountain subtotals (2,278 and 4,970) and are transcribed as printed. Several row labels print with faint or missing periods (e.g. "Mississippi", "Virginia"); periods in the footnote's "U.S." are likewise not visible in the scan and have been written in the conventional form.
