p. 241. Nine columns: stub plus four two-column panels (All R, RC, RM, RD), each with "Number of cases" and "Percent of cases closed". Decimal points: in this 1-bit scan the decimal point in every percent value failed to reproduce, so the cells read as "100 0", "46 7", "26 1" etc. They are one-decimal percentages and have been transcribed with the decimal point restored ("100.0", "46.7", ...). Each panel's four component percentages sum to exactly 100.0 under that reading, and all four number columns sum to their printed totals (4,778+2,675+460+2,329=10,242; 4,083+2,419+402+2,118=9,022; 384+148+27+100=659; 311+108+31+111=561), so no printed value appears to be in error. Row label "After hearing opened, before issuance of Board decision": the comma after "opened" is not visible in the scan (only a gap), but the spacing and the parallel wording of the row above indicate a comma; it has been supplied. The footnote marker 1 on the RC/RM/RD column headings is printed as a raised 1 (it sits tight against "RM cases" and "RD cases"). The corresponding footnote text falls below the crop: a sliver of a line is visible at the very bottom edge but is unreadable, so `footnotes` is empty — the table's footnote(s) are cut off, not absent. Column headings read "Percent of cases closed" in all four panels; in the RC panel the scan renders the first two words as "Percent" / "of" with broken letterforms, but the wording matches the other panels.
