Reader’s notes
p. 241. Periods drop out almost everywhere in this 1-bit scan: every percent value prints as digits separated by a space ("100 0", "83 2", "1 2") and sub-1 percents print as a bare digit ("8", "9", "5", "2"). I have restored the decimal points (100.0, 83.2, 1.2, .8) because the arithmetic confirms them: in all seven panels the eight stage rows sum exactly to the printed case total and the percents sum to 100.0 (e.g. All C 10,082+955+147+132+93+458+214+35 = 12,116; 83.2+7.9+1.2+1.1+.8+3.8+1.7+.3 = 100.0). Sub-1 percents are written with a leading decimal point and no zero, as printed. Sentence-ending periods and the period in "sec." are likewise invisible in the footnotes and have been restored. Footnote markers: the raised mark in the All C "Percent of cases closed" cell of the "Before issuance of complaint" row sits at the left edge of that cell, just before "83 2"; I read it as a superior 2 and attached it to 83.2, but it is faint and could instead be a marker on 10,082 in the column to its left, or a scan blemish. The "232" in the CD "Number of cases" column of the same row carries a leading superior 3 (consistent with footnote 3, which describes 45 sec. 10(k) notice-of-hearing cases, 29+16=45, all closed before a complaint issued). The raised digits at the ends of the row labels "After issuance of complaint, before opening of hearing" and "After hearing opened, before issuance of intermediate report" are ambiguous between 2 and 3 at this resolution; I transcribed both as 2 because footnote 3 is clearly CD/10(k)-specific while footnote 2 (stipulation for Board order and consent decree) fits those post-complaint stages. Header: in the CE panel the second heading prints as "Per / cent of / cases / closed" with no visible hyphen after "Per", unlike the other six panels, which print "Per- / cent of". I rendered it "Percent of cases closed" like the rest. Row label "After Board decision before court decree" shows a wide gap after "decision" where the parallel row below prints a comma ("After circuit court decree, before Supreme Court action"); no comma is legible there, so none was transcribed.
