Formal Action Taken, by Number of Cases, Fiscal Year 1961

Two heading levels: the spanner "Unfair labor practice cases" covers the three C-case columns and is repeated in each; "Formal action taken", "All cases" and "Representation cases" are tall single headings repeated in both levels. The letter in the column heads "All C cases", "CA cases" and "Other C cases" is blurred in the scan and could be read as "O"; it is the Board's standard C-case (unfair labor practice) nomenclature, so I have transcribed it as "C". The raised footnote markers on these three heads are all "1". In the "Decisions and orders" row the markers are printed as small raised digits to the LEFT of the values 645 (CA cases) and 240 (Other C cases); they are faint and hard to separate from the footnote text, but their referents are footnotes 2 and 3 as printed below the table, so I have placed them after the values as 645^2 and 240^3. They are not part of the numbers: 645 + 240 = 885, matching the row's "All C cases" entry. The last five rows are an indented block under "Decisions issued, total"; the indentation is not reproduced in the labels. "Rulings on objections and/or challenges in stipulated election cases" wraps over two printed lines with "stipu-lated" broken at the line end; I have rejoined it, and its single value line sits beside the second printed line. Cells shown as dash rules (------) are transcribed as "". No arithmetic was corrected; the printed totals are internally consistent (e.g. 885 + 221 + 2,166 + 52 + 204 + 270 = 3,798).
