195 of 200 figures sit in a row or column sum that works out. 1 cell breaks a sum: 'Pending June 30, 1961', column 2: prints 122, columns 3 to 6 add to 127.
p. 231. Structure: 11 printed columns — one stub plus two five-column blocks ("Number of unfair labor practice cases" and "Number of representation cases"), each block being Total + a four-way identification breakdown. This is NOT a side-by-side two-panel layout: there is only one stub column, the two blocks carry different top-level headings, and each body row's label applies to both blocks simultaneously, so the row is kept intact across all 11 columns. Section banners: the three in-body section lines are printed as two centered banners on the same line — "CA cases 1" centered over the five unfair-labor-practice columns and "RC cases 1" centered over the five representation columns (likewise CB/RM and CC/RD). Because each banner spans several columns and the two cannot be merged into a single stub label without losing one of them, each banner is repeated in every column it spans and the stub cell of those rows is left empty. Dash rules: in the RM cases block the "Unaffiliated unions" and "Individuals" columns carry a printed dash rule (------) on all five rows; these are rendered as "" per the convention for dash rules. Doubtful typography (values themselves are not in doubt, all verified by cross-footing): - "Closed fiscal 1961", unfair labor practice / AFL-CIO affiliates: printed as "3 131" with the thousands comma absent or lost in the scan; transcribed "3,131". - "On docket fiscal 1961" (CB section), unfair labor practice / Total: printed as "3 628", comma likewise not visible; transcribed "3,628". - "Closed fiscal 1961" (CC section), unfair labor practice / Total: middle digit is broken by the scan; read as "887", which is confirmed by 6+17+51+813. - "On docket fiscal 1961" (CC section), unfair labor practice / Individuals: second digit degraded; read as "59", confirmed by 8+51. Arithmetic check: every row's components sum exactly to its printed Total, and in every block On docket = Pending July 1 + Received while Pending June 30 = On docket − Closed. No misprints detected. Stray marks: a small ink blot sits immediately to the left of "Identification of complainant" in the second heading level, and a faint apostrophe-like speck sits below "Total" in the unfair labor practice block. Both appear to be scan artifacts rather than footnote markers and are not transcribed. Crop: the footnote marker 1 appears on all six section banners, but no footnote text is visible — the crop ends at a horizontal rule just below the last RD row, so the footnote block (and most likely further sections of the table, e.g. CD/CE and total lines) falls outside this image. The stub column has no printed heading.
p. 232. No column headings are printed on this crop: it is a continuation page (printed page 219, running head "Appendix A"), so header_rows is empty. Column count: the ruled grid has 10 data columns of equal width plus the stub, for 11 columns in all. Five vertical rules divide the first group (the five columns that carry values); a DOUBLE vertical rule follows the fifth data column, after which four more rules divide a second group of five columns. That second group is ruled across the full height of all three blocks but is blank throughout this crop, so cells 6-10 are "" in every row. The headings that would identify those columns are on the preceding page. "CD cases", "CE cases" and "CP cases" are centred section labels printed inside the body, above each five-row block, with no values; they are given as label-only rows with the stub cell carrying the text and a ^1 footnote marker. DOUBTFUL CELL: row "Pending June 30, 1961" in the CP block, column 4 (the fourth data column). The glyph reads to me as 8 and is transcribed as "8", but it is almost certainly a degraded 3. Every other row in the crop is internally consistent (column 1 equals the sum of columns 2-5; "On docket" equals "Pending July 1" plus "Received"; "Pending June 30" equals "On docket" minus "Closed"), and this cell is the only exception: 1+1+8+117 = 127 against the printed total of 122, and 6 (on docket) minus 3 (closed) = 3. I have not corrected it, per instruction to transcribe as printed. Minor legibility points, none affecting the values: the leader dots after "Received fiscal 1961" in the CE block are broken/faint; in the footnote the word "types" is partly broken by the scan and prints as "t\pes" - I have transcribed the intended word. The footnote has no terminal period as printed. A stray ink mark sits in the blank area well below the table and is not part of it. The printed page number (219) and the running head are omitted as instructed.
