Reader’s notes

p. 20. The crop is not a conventional statistical table: it is Chart No. 3, "CASES DECIDED", a stacked bar chart of cases decided in fiscal years 1958-1961. The only tabular matter is the data legend printed under the plot, which is what the grid above records; its stub labels are preceded by small pattern swatches (solid black for C CASES, horizontally striped for R CASES) that are legend keys, not a separate column. The chart's own apparatus is omitted: the vertical-axis label CASES, the axis scale values 4500 through 0, the chart title and chart number, the running head "Operations in Fiscal Year 1961", the page number 7, and the explanatory text paragraphs below the chart. The legend figures are set in a heavy bold face that is badly degraded in this scan; several digits are only partly formed, most notably 605, 1888, 2493 and 2883 (the 1958 and 1959 columns), where the shapes could be misread. I transcribed them as the glyphs appear. Two independent checks support the reading: each column's printed TOTALS equals the sum of its two components as transcribed (605+1888=2493; 764+2119=2883; 1456+2666=4122; 1106+2692=3798), and the narrative text on the same page states 3,798 cases went to decision in fiscal 1961, of which 1,106 were unfair labor practice cases and 2,692 representation cases, matching the 1961 column exactly. No digits were altered to make these checks come out. The legend figures are printed without digit-grouping commas, unlike the comma-separated numbers in the running text, and are transcribed that way. A stray ink mark follows the TOTALS label; it is not a footnote marker and no footnotes are printed with the chart.
