Reader’s notes
p. 162. Grid is 11 columns: stub plus five two-column panels (All C, CA, CB, CC, CD), each with "Number of cases" and "Percent of cases closed". Decimal points in the percent columns are badly degraded in this 1-bit scan: many cells image as a bare space where a period is printed (e.g. "100 0", "91 3", "12 8", "1 0"). I have transcribed these as decimals ("100.0", "91.3", "12.8", "1.0"). Two cells show no visible period at all and were read as sub-1 percentages: "After hearing opened, before issuance of intermediate report" / All C cases Percent = ".7" and / CA cases Percent = ".6"; likewise "After Board order adopting intermediate report in absence of exceptions" / All C Percent = ".3", "After Board order adopting intermediate report followed by circuit court decree" / All C Percent = ".1", and "After Supreme Court action" / All C Percent and CA Percent = ".3". All of these readings are corroborated by arithmetic: each panel's "Number of cases" column sums exactly to its printed total (CA+CB+CC+CD = All C in every row), and each panel's percent column sums to exactly 100.0 as read. Printed zeros in the percent columns are inconsistent in the original and are transcribed as printed: most are ".0", but three are a bare "0" — "After intermediate report, before issuance of Board decision" / CD Percent, "After Board order adopting intermediate report followed by circuit court decree" / CC Percent, and "After Supreme Court action" / CC Percent. In "Before issuance of complaint", the CD cases Number cell carries a raised 3 printed to the left of the value; recorded as "143^3". "After Supreme Court action" / All C Percent is printed ".3" although 16/7,289 rounds to .2; it appears to be a deliberate rounding adjustment so the column sums to 100.0, and is transcribed as printed. Footnote markers on "sec." and "act" in footnote 3 and the sentence-ending periods throughout the footnotes are faint; periods have been supplied where the sentence structure makes them certain.
