p. 159. The table has two stacked panels, "A BY EMPLOYERS 1" and "B BY UNIONS 4"; these panel labels are printed centered above each panel's top rule and are transcribed as section rows in the stub. The column headings (Total / By agreement of all parties / By Board or court order) are printed only once, over panel A, and are not repeated over panel B; they apply to both panels. The banner lines "Cases" and "Workers" are printed centered across the three data columns (not in the stub) within each panel; they are transcribed as section rows with the label in the stub and empty value cells. In panel A the "Workers" banner is scanned as "Woikers" but is clearly "Workers".
