The panel captions "A. BY EMPLOYERS 1" and "B. BY UNIONS 4" are printed centred above each panel's rules (A. above the column headings, B. between the two panels); both are recorded as section rows carrying only a label. The band labels "Cases" and "Workers", printed centred across the three numeric columns within each panel, are likewise recorded as section rows with the label placed in the stub cell, since each appears twice and so cannot be a heading level. In "Workers receiving back pay" the raised footnote markers are printed to the left of the figures (2 before 755, 3 before 702) and have been written after the values as 755^2 and 702^3. Footnotes 1 and 4 end without a printed period; footnote 4's final word "cases" is faint at the right edge but legible. All printed column sums are internally consistent (components add to the Total in every data row). The scan is a low-contrast 1-bit image in which "i" dots are often lost (e.g. "Notice", "Recognition", "hiring"); the wording has been transcribed as intended, and no digit was ambiguous.
