Layout: the table has three stacked sections (A, B, C), and each section is printed as two panels side by side, each panel with its own stub plus "Number of cases showing specific allegations" and "Percent of total cases". The column headings are printed once, at the top above section A, so header_rows has a single level. Following the two-panel rule, each section's left-panel rows are given first, then that section's right-panel rows: in A, "Total cases"/"8 (a) (1)"/"8 (a) (2)" are the left panel and "8 (a) (3)"-"8 (a) (5)" the right; in B, "Total cases"/"8 (b) (1)"/"8 (b) (2)" are the left panel and "8 (b) (3)"-"8 (b) (6)" the right; in C, "Total cases 8 (b) (1)" with its (A)/(B) lines is the left panel and "Total cases 8 (b) (4)" with its (A)-(D) lines is the right. The A/B/C section captions are transcribed as label-only rows. Decimal points: in this scan the periods in the percent column are very faint and at places drop out entirely (the figures read as "100 0", "10 9", "75 6", "2 1", "23 8", "61 5", "49 2", "5 6", "32 8", "98 3", "69 4", "23 6", "11 5", "26 4"). They are printed decimals, not spaces, so they are written with the decimal point. Two cells show the point clearly and are printed without a leading zero: 8 (b) (5) = ".5" and 8 (b) (6) = ".3" (the latter's point is faint but the alignment and magnitude, 6 of 1,743, match the ".5" above it). Nothing was computed or rounded; only the faint point was restored. Section-C caption: the period after the "C" is not visible in the scan (it reads "C ANALYSES OF ..."), unlike the clear "A." and "B." above; it is transcribed as "C." on the strength of the parallel captions, but a reader should treat that period as uncertain. Footnote markers: the raised 1 and 2 are printed to the LEFT of the figures they mark (e.g. a raised 2 before 3,522 and before 100.0 in the 8 (a) (1) row); per the convention they are written after the value behind a caret. As printed, the percentages within a section sum to well over 100 (e.g. the four 8 (b) (4) subparts give 69.4 + 23.6 + 11.5 + 26.4 = 130.9, and 8 (a) (1)-(5) give 212.4). That is not a misprint: footnote 1 states a single case may contain allegations under more than one section, so the parts deliberately exceed the total. Scan artifacts in the heading and stub, read through and transcribed as the intended words: "showıng"/"allegatıons" in the column head (dotless i) and "Total cascs" in section B's stub, both normal 1-bit-scan damage. Row-label leader dots were dropped as instructed. The caption line "Table 2.—Types of Unfair Labor Practices Alleged, Fiscal Year 1956" was omitted. No part of the table appears to be cut off by the crop.
