Doubtful readings: (1) The first section label is transcribed "Under Sec. 10 (j)"; in this scan the parenthesised letter looks like "(g)", but the scan systematically loses the dots on i/j (e.g. "Proceedings", "Against", "unions", "instituted" all print dotless), and the caption covers Secs. 10 (j) and (l), so (j) is the reading. (2) "(b) Against employers" is uncertain — the degraded type can also be read "Against employees"; "employers" is given as the parallel of "(a) Against unions". Footnote markers are printed as raised digits to the LEFT of the values in the "granted" and "denied" columns (raised 1 before 1, raised 2 before 22, raised 3 before 10); they are written after the value here. The raised 3 of footnote 3 is blurred and resembles an "8" both at the value and at the foot of the table. In the "Number of applications denied" column, the "(a) Against unions" cell holds only a dashed rule, so it is "". The last column of the "Under Sec. 10 (l)" row is printed as four separate lines ("12 alleged illegal, activity suspended" wrapping onto a second line, "16 settled" with raised 4, "1 withdrawn", "3 pending"); they are joined into one cell with semicolons, which are not printed. Footnotes 1 and 3 show no final period in the scan (possibly lost ink at the line end); 2 and 4 end with periods. All printed totals agree with the column entries (1+0+59=60; 1+0+22=23; 0+10=10; 1+0+12+16+1+3=33).
