Reader’s notes

p. 181. CROP IS INCOMPLETE. The table is cut off at the bottom of the page: the stage percentages transcribed here sum to only 91.3 percent of All C cases (86.4 + 2.9 + 1.2 + 0.8), so further stages (disposition after Board decision, court stages, etc.) continue on the following page, together with the footnote block. No footnotes are printed on this image, hence the empty footnotes list, even though markers 1, 4, 5, 6, 7 and 8 are used in the body. DECIMAL POINTS. This is a 1-bit scan in which most decimal points in the percent columns have been lost by thresholding; the period survives in only one cell ("1. 2" for All C cases, "After hearing opened, before issuance of intermediate report"). All percent values are printed to one decimal place, and I have restored the decimal point in every percent cell (e.g. the glyphs "100 0" -> 100.0, "86 4" -> 86.4). Values below 1 percent are printed without a leading zero, so a lone digit in a percent column is transcribed as ".4", ".8", etc. Every restored value was verified two ways: against the number of cases divided by the column total, and against the printed stage subtotal for that column. All 5 stage blocks reconcile exactly under this reading. (8) CELLS. Cells reading "(8)" are a parenthesised raised 8, a reference to footnote 8 (printed on the next page, presumably "less than 0.05 percent") standing in place of a value rather than a marker attached to a number, so they are transcribed as the whole cell content "(8)". SPECIFIC CELLS WORTH FLAGGING: - "Compliance with consent decree" (third block), CC cases, percent: printed 3.1, but 9/302 = 2.98, which would round to 3.0. The value 3.1 is what makes the CC column add to its printed subtotal of 4.3, so 3.1 is transcribed as printed. The same count of 9 in the CC column two blocks earlier is printed as 3.0, so the table is internally inconsistent in its rounding here. - "Compliance" (last block), All C cases, percent: printed .8, but 46/6,171 = 0.745, which would round to .7. Transcribed as printed; it is consistent with the printed .8 subtotal. - "Compliance" (last block), CC cases, percent: printed .4, but 1/302 = 0.33, which would round to .3. Transcribed as printed; consistent with the printed .7 subtotal. - "Adjusted" (third block), All C .4 and CA .6: the raw quotients are 0.47 and 0.54, which would both round to .5, but the printed digits (.4 and .6) are the ones that make each column add to its printed subtotal (1.2 and 1.0). Transcribed as printed. - "Compliance with stipulated decision" (second block), CD cases, percent, and "Dismissed" (last block), CC cases, percent: each shows a faint stray dot immediately left of the 0 on the scan. The corresponding case counts are 0 and the column subtotals reconcile without any fractional value, so both are transcribed as "0" and the dots are read as scanning specks, not printed decimal points. STRAY MARKS ON THE SCAN (none transcribed): short hand-drawn arrow-like strokes point at the CA "Number of cases" entries 453, 55 and 24; small isolated specks sit above the CC "Number of cases" column in the header band, left of the "Adjusted" label in the second block, left of "Compliance with consent decree" in the CD column of the third block, above the All C percent cell of the "After intermediate report" row, and before "100 0" in the CA percent cell of the total row. All appear to be pen marks or scanning debris on the source page. STRUCTURE. 11 columns: a stub plus 5 two-column panels (All C, CA, CB, CC, CD), each with "Number of cases" and "Percent of cases closed". This is a single panel set, not side-by-side panels. Rows in italic-like indentation under each stage heading are the method breakdown of the stage immediately above; all stage rows here carry values, so none are label-only section lines. Three row labels wrap in print and are joined here: "After issuance of complaint, before opening of hearing", "After hearing opened, before issuance of intermediate report" (hyphen in "inter- mediate" repaired), and "After intermediate report, before issuance of Board decision".

p. 182. Continuation page: no column headings are printed on this crop, so header_rows is empty. The grid has 11 columns (stub + 10 value columns); the column rules show value columns alternating number / percent (columns 1, 3, 5, 7, 9 are counts; columns 2, 4, 6, 8, 10 are percents). Column assignment is confirmed by additive checks that hold throughout (196+36+6+1=239; 88+24+6+1=119; 106+12=118; 147+32+6=185; 101+30+6=137; 43+7=50; 7+1=8). Decimal points in the percent columns are very faint in this scan: many read as a gap between digits (e.g. "3 9", "2 0", "1 3") and sub-1 values often show only the digit. I have transcribed them as decimals (3.9, 2.0, 1.3, .6, .3 ...) because a few periods are legible (".2" in the first Compliance row, ".3" in the Compliance row under "After Board order ... followed by circuit court decree", ".7" in the Compliance row under "After Supreme Court denied writ of certiorari") and because the percent subtotals then sum correctly (e.g. 2.0 + 1.9 = 3.9; 2.0 + 2.4 = 4.4; 1.8 + .9 = 2.7; .6 + .2 = .8; .7 + .3 = 1.0). Any individual percent cell here is therefore a reading of a faint period, not a certain glyph. Cells reading "(^8)" hold a parenthesised raised 8, i.e. a reference to footnote 8 ("Less than one-tenth of 1 percent") standing in place of a value; the raised digit is rendered behind a caret inside the printed parentheses. At this resolution a raised 5 and a raised 8 are hard to separate, but footnote 8 is the only one that fits a percent cell, so all of them are read as 8. Raised footnote digits printed to the left of a figure have been moved behind the figure with a caret: "118^2" and "137^2" (Dismissed / Compliance rows), "12^3" (Dismissed under "After Supreme Court denied writ of certiorari"). Two "Otherwise" rows (under "After Board order ... followed by circuit court decree" and under "After circuit court decree, before Supreme Court action") show a small dot to the left of the final "0" in the last column. Since a zero percent is printed as a bare "0" elsewhere in this table, I read these as specks and transcribed "0"; if they are real the cells would be ".0". Some percent figures do not round consistently against a single implied base (e.g. column 3 gives 15 = .4 but 7 = .1), which is how the page is printed; nothing has been corrected. Footnotes 3 and 4 are printed without a closing period. Footnotes 1 and 4 through 7 refer to rows on the earlier part of this table, which is not in this crop.
