20 of 20 figures sit in a row or column sum that works out.
p. 172. Nine columns: stub plus four two-column panels (All R, RC, RM, RD cases), each with "Number of cases" and "Percent of cases closed". The scan is a worn 1-bit image in which the decimal point of most percentages is faint or dropped entirely (e.g. "100 0", "41 3", "51 7"); a few survive ("31. 3", "31. 7", "22. 2"). All percentage cells are single-decimal values and have been transcribed with the point restored; each panel's four percentages sum to exactly 100.0 and each panel's four case counts sum to its printed total, so the readings are internally consistent. The "28.5" cell (After issuance of notice of hearing row, RD percent) shows a mark after the digits that appears to be the dropped decimal point misplaced by the scan rather than a trailing period. A short stray diagonal stroke sits in the blank lower part of the stub heading box; it is a scan artifact, not printed text. No footnotes appear under the table.
