  1. 1 A single case may include allegations of violations of more than one section of the act. Therefore, the total of the various allegations is more than the figure for total cases
  2. 2 An 8 (a) (1) is a general provision forbidding any type of employer interference with the rights of employees guaranteed by the act, and therefore is included in all charges of employer unfair labor practices

0 of 21 figures sit in a row or column sum that works out.

Reader’s notes

p. 168. Layout: the page holds three lettered sections (A, B, C), and each section is set as two panels side by side that repeat the same two columns ("Number of cases showing specific allegations", "Percent of total cases"); the column headings are printed only once, over section A. Following the single-panel rule, each section's left-panel rows are given first, then that section's right-panel rows, with the lettered section lines kept as label-only rows. So in section A the right panel supplies 8 (a) (3)-(5); in section B the right panel supplies 8 (b) (4)-(6); in section C the right panel is a second stub block headed by its own total row, "Total cases 8 (b) (4)", followed by 8 (b) (4) (A)-(D). Punctuation: the scan drops or thins many decimal points, so several percent cells print as e.g. "100 0", "70 2", "59 9", "20 9", "6 3", "25 4"; they are transcribed with the decimal point (100.0, 70.2, 59.9, 20.9, 6.3, 25.4), which the arithmetic against each section's total confirms in every case. The 8 (b) (5) percent is printed ".9" with no leading zero and is kept that way. Footnote markers: the raised 1 and raised 2 are printed to the left of the values they mark (e.g. "1 4,373", "2 100 0"); they are written after the value behind a caret. Section A's heading is printed "A CHARGES FILED AGAINST EMPLOYERS UNDER SEC. 8 (a)" — the period after the "A" did not print (or is lost in the scan), though the gap matches the "B." and "C." headings; it is transcribed as "A." for consistency. Both footnotes end without a terminal period, as printed. Note that 8 (a) (1) carries the same count as the total, 4,373, which footnote 2 explains.
