Doubtful cell: "Before issuance of complaint" / CD cases / "Percent of cases closed" is printed as "100 0" — the decimal point did not reproduce in the scan (every other percent cell in that position prints a point). Transcribed as "100.0"; the raw glyphs on the page are "100 0". In the CD cases panel, all rows below "Before issuance of complaint" carry dash rules (------) in both columns; these are transcribed as empty cells.
