The table is cut off by the crop: it ends mid-table after the West North Central division (last row Kansas), and the remaining geographic divisions, any U.S. total row, and the footnote texts continue on the following page. The stub heading carries a raised "1" footnote marker, but the text of footnote 1 is not printed within this crop, so `footnotes` is empty. Column structure: 13 printed columns. "Number of elections" spans columns 2-6; within it "in which representation rights were won by—" spans the A. F. L. / C I O / Unaffiliated unions columns, while "Total" and "in which no representative was chosen" are tall single headings. "Employees eligible to vote", "Total valid votes cast" and "Employees in units choosing representation" are tall headings spanning all three heading levels. "Valid votes cast for—" spans the last four vote columns (A. F. L. affiliates, C. I. O affiliates, Unaffiliated unions, No union). Note the inconsistent printing of the CIO heading: "C I O affiliates" (no periods) under "Number of elections" versus "C. I. O affiliates" under "Valid votes cast for—"; both are transcribed as printed. Doubtful cell: Illinois, last column ("Employees in units choosing representation"). The middle digit is ambiguous between 2 and 5 in this scan; read as 45,425. That reading makes the five East North Central states sum to the printed division total of 147,153 (45,455 would overshoot by 30). Every other column in every division of this crop foots exactly to its printed division total, so no misprints are suspected elsewhere. Minor scan artifacts that are not data: stray ink specks appear left of the Maine "Unaffiliated unions" value, left of the C. I. O cell on the Maine row, before the New Hampshire "No union" value, before the Connecticut "Unaffiliated unions" value (9), and below the stub of the West North Central row. These were ignored, not transcribed as footnote markers.

p. 309. This crop is a continuation page: no column headings, caption or footnotes are printed on it, so header_rows is empty. The grid is a stub plus 12 numeric columns, counted from the column rules. Two cells deserve attention. (1) "West South Central", column 9 (the column holding 1,829 / 1,640 / 2,464 / 6,067 in the four state rows below): the cell is almost entirely blank, with only a single digit "1" sitting at the far LEFT of the column, against the column rule, instead of right-aligned like every other figure. It looks like a printing/scan dropout of a longer figure. I transcribed the visible character as "1". For the reader's information only (not written into the cell): the four state values in that column sum to 12,000, and column 7 minus the other components (43,607 - 17,753 - 1,125 - 12,729) is also 12,000, so the intended value was almost certainly 12,000. (2) "Nevada", column 1: printed as "13". Everywhere else in the table column 1 equals the sum of columns 2-5, and a region line equals the sum of its states; Nevada's columns 2-5 are 2+1+0+0 = 3, and the Mountain column-1 total of 281 is consistent with Nevada being 3 (the eight Mountain states as transcribed sum to 291). Either the leading "1" is a scan artifact or the source misprints it; I transcribed it as it appears. All other arithmetic in the table checks out (column 7 = columns 8+9+10+11 in every row, and every region equals the sum of its states in every column). There is a small stray ink speck in the "East South Central" line between the 112 column and the 37,824 column; it is not a footnote marker or a digit and was not transcribed.
