Reader’s notes

p. 294. The page holds two stacked sections of one table, A. BY EMPLOYERS and B. BY UNIONS, one above the other (not side-by-side panels). The column headings (Total / By agreement of all parties / By board or court order) are printed only once, over section A, and are given once in header_rows; section B is ruled as its own box but repeats no column headings, so its figures sit under the same three columns. The section titles "A. BY EMPLOYERS" and "B. BY UNIONS" are printed centered just above each box's top rule, in caps, each carrying footnote marker 1; I kept them as label-only section rows so the two halves stay distinguishable. The stub column has no printed heading. "Cases" and "Workers" are band lines printed centered across the three numeric columns inside each box, dividing case counts from worker counts; they carry no values, and I placed each in the stub cell of a label-only row. Each appears twice, once per section. Footnote markers 1, 2 and 3 are each printed twice, once in the group under section A and once in the group under section B; the six footnotes are listed in printed order (A's three, then B's three). Footnotes 2 and 3 under section B are worded identically to those under section A (38 and 25 workers), which looks like a repeat of the employer figures rather than union-specific ones, since section B reports only 87 workers receiving back pay; transcribed as printed. Section B row 3 reads "reinstatment" in the print (apparently a misprint for "reinstatement"); transcribed as printed. Elsewhere the related row in section A reads "reinstatement". No figure is doubtful: in both sections every row's two component columns add to the Total column as printed.
