p. 319. STRUCTURE: the crop holds one table printed as two stacked sections with DIFFERENT column structures: "A. POLLS" (stub + 5 printed columns, 2 heading levels) above and "B. ELIGIBLE VOTERS AND VALID VOTES CAST" (stub + 12 printed columns, 3 heading levels) below. Both sections share the stub heading "Participating unions" and the same four row labels. To keep the grid rectangular while leaving every value under the column it is actually printed in, the grid is the union of both sections' printed columns: columns 1-5 are section A's columns, columns 6-17 are section B's columns. Section A's rows therefore carry values only in columns 1-5 (columns 6-17 blank), and section B's rows only in columns 6-17 (columns 1-5 blank). The two section captions are transcribed as label-only rows. Section A has only two printed heading levels, so its headings are repeated into the third level; likewise section B's tall and spanning headings are repeated down. DECIMAL POINTS: in the Percent columns the scan drops many thin periods, so several cells image as e.g. "82 3", "19 0", "61 9", "6 3", "90 9", "86 3", "9 1", "13 7", "85 2", "14 8". Neighbouring cells in the same columns ("12.8", "86.3", "81.0", "83.6") print the period clearly, and every one of these values reconciles as a one-decimal percentage of the corresponding counts, so they are transcribed with decimal points.
