Reader’s notes
p. 313. 9 columns: stub plus a Number/Percent pair for each of All R, RC, RM, RD cases. Decimal points in the percent columns do not survive the scan: every percent is printed as, e.g., "100 0", "74 4", "3 9" with a gap where the period sits. I have written them with decimal points ("100.0", "74.4", "3.9"), the same way a space after a digit-grouping comma is closed up. No other character was altered. Footnote markers: the raised "2" in the Withdrawn row and the raised "3" / "4 5" in the After-Board-decision block are printed to the LEFT of the figure; I moved them behind a caret after the value. The doubled marker on Withdrawn (116 / 109) is two separate raised digits, 4 and 5, written "^4 ^5". Row labels "Before formal action, total" and "After formal action, total" show their comma as a period-like speck in the scan; comma is the correct reading. Percent cells that are blank carry a dash rule ("-------") in the image; transcribed as "". Printed values are internally consistent (RC+RM+RD = All R in every row, and the component rows sum to each total), so the digits are well corroborated. Two printed percents differ slightly from the implied quotient and are left as printed: All R "After Board decision" 18.8 (1,941/10,291 = 18.86) and RD "Before hearing" 7.0 (25/360 = 6.94). Footnote 5 runs to the edge of the page and ends without a period; transcribed as printed.
