BY EMPLOYERS 1" is printed centered between the caption and the table's top rule (above the column headings), so it is treated as caption-level and not placed in the grid; footnote 1 attaches to that subtitle. The two in-body band labels "Cases" and "Workers" are printed centered across the three numeric columns only (not in the stub); they are given as section rows with the label repeated in each of the three columns it spans and an empty stub. Row 4's label is printed "Worked placed on preferential hiring list" — transcribed as printed; it is very likely a misprint for "Workers placed on preferential hiring list". In the "Workers receiving back pay" row the raised 2 and raised 3 are printed before their values (shown as "2 4, 078" and "3 351"); they are footnote markers and are written after the numbers as 4,078^2 and 351^3. Printed spaces after digit-grouping commas have been closed up. Footnote 1 ends without a period, as printed. The crop cuts off a partially visible line at the very bottom that appears to be the next panel's subtitle, "B. BY UNIONS 1", which belongs to a separate sub-table.
