The crop shows only the first page/part of Table 21: it ends after Kansas (West North Central), and the remaining divisions (South Atlantic, East/West South Central, Mountain, Pacific, etc.) and the grand total are cut off below. The footnote keyed to the stub heading "Division and State^1" is therefore not printed on this crop, so `footnotes` is empty. Column structure: 13 printed columns. The spanner "Elections won by" covers the four columns A F of L affiliates / C I O affiliates / Unaffiliated unions / No union; the spanner "Valid votes cast for" covers five columns, Total / A F of L affiliates / C I O affiliates / Unaffiliated unions / No union. "Number of elections", "Employees eligible to vote", "Employees in units choosing representation" and the stub are tall single headings spanning both heading levels. Arithmetic check (not used to alter any cell): every division subtotal equals the sum of its member states in all 12 numeric columns for New England, Middle Atlantic, East North Central and West North Central, which supports the column assignments. Michigan's "Employees eligible to vote" of 19,088 looks small next to its 322 elections, but it is what is printed and it is consistent with the East North Central total of 221,002. Minor scan artifacts, none affecting the reading: a stray ink dot sits above the "New England" line in the stub, and stray specks appear left of the Missouri "No union" elections value (60) and in the heading rule above the right-hand "No union" column. The source scan renders many dotted i's in "Illinois", "Missouri", "Michigan", "Connecticut", "Minnesota" etc. faintly; the state names are nevertheless unambiguous.

Doubtful / noteworthy cells: - Tennessee, column 7 (the column headed 90,400 in the South Atlantic line): printed as "10 393" — the digit-grouping comma is missing or has dropped out in the scan. Transcribed as "10,393" by analogy with every other four-digit-plus value in that column; the comma itself is not legible on the image. - West Virginia, column 9: a small stray ink speck sits just left of "3,062"; it is printing dirt, not a footnote marker or a digit. - California, column 9: a similar stray mark (a short tick) precedes "11,083"; read as 11,083. - Mountain, column 1: a stray tick follows "220"; Mountain, column 3: a stray tick precedes "21". Both read as printing dirt, not markers. - The scan renders many dotted i's without their dots (e.g. "Mississippi", "Hawaii", "Pacific"); labels are transcribed with normal spelling. - The crop begins mid-table: the preceding regions (New England through East North Central, etc.) and the table caption and column headings are on the previous page. - No arithmetic was checked or corrected; all values are as printed.
