p. 236. This is not a numeric table but a two-column case list from Appendix D (case number in the stub, case name in column 1). No column headings are printed, so header_rows is empty. Layout: each of the two sections ("3. LMRA—CB cases" and "4. LMRA—CC cases") is set as two side-by-side panels. Following the panel rule, the left panel's entries are given first and the right panel's entries follow, within each section. The two section headings are transcribed as label-only rows. Panel-break continuation: the right panel of section 3 opens with the unnumbered lines "Harmon (Smith Cabinet Manufacturing Co., Inc.)." which complete the last left-panel entry 35-CB-3 ("... Angeline Jackson & Wincel" + "Harmon ..."). They are joined into that single row rather than made a separate row. Doubtful cells: in 20-CB-1 (column 1) the word rendered "Sohoma" is transcribed as printed; given "Petaluma Unit" it is very likely a misprint or a doubtful reading of "Sonoma". In 30-CC-2 (column 1) the string "AFL Building & Construction Trades Council Denver Building & Construction Trades Council" appears to be missing a comma or to repeat, and the entry ends "Earl C.
