No column headings are printed, so header_rows is empty. "II. Representation Cases" and "A. NLRA: R cases—petition by a union or an employer for certification of representatives for the purpose of collective bargaining under section 9, prior to amendment" are section lines carrying a label and no value; the second is set in italic across the full page width and its end-of-line hyphen in "repre-sentatives" has been repaired. Case numbers are printed with en dashes; transcribed with plain hyphens. Doubtful cells: the case number "91-R-1374" (row "Stant Manufacturing Co.") is transcribed as printed, but regional prefix 91 did not exist in this period and it is very likely a misprint or broken type for "9-R-1374"; "15M-R-122" (row "Tombigbee Electric Power Association.") is also transcribed as printed. In "Tombigbee Electric Power Association." the "i" of "Association" has lost its dot in the scan. The last entry's name reads "Wirts." as printed (possibly "Wirtz"). The list continues beyond the bottom of the crop, and the left panel's column is cut level with the right panel's last entry, so later entries of both panels are not visible on this image.
