Column-span judgment: the top-level band "Number of elections" is taken to cover seven columns (the three Number/Percent authorized pairs plus "No union authorized"), based on the extent of the rule beneath it and the centring of the heading text over that range. "No union authorized" itself is a tall heading occupying the second and third levels. "Number of elections" (the single count column), "Total valid votes cast", "Valid votes cast against union shop" and the stub "Participating unions" are tall headings spanning all three levels and are repeated accordingly.
