p. 184. Layout: the page prints Table 11 as two stacked sections, each set in two side-by-side panels, so there are four printed blocks. Following the panel rule, everything is given in the columns of one panel, panels stacked top to bottom, headings given once. Section 1 (rows "Notice posted" through "Back-pay awards"): left panel is headed "Types of remedy" / "Number of cases" (rows "Notice posted", "Preferential reinstatement", "Collective bargaining begun"); the right panel is headed "Types of remedy" / "Number of workers" — NOT "Number of cases" — and supplies the rows "Workers reinstated to remedy discriminatory discharge" (39), "Union membership made available by agreement" (14) and "Workers receiving back pay" (53). Those three counts are workers, not cases, even though the single retained heading reads "Number of cases". This is the one place where stacking the panels loses a distinction printed in the image. "Back-pay awards" ($8,230) sits below a double rule inside the right panel and is a dollar amount, not a count of workers or cases. Section 2: the long row "Types of allegations in cases involving Sec. 8 (b) of LMRA in which remedial action was taken during the fiscal year 1949" is not a body label but a second, mid-table heading block, printed between rules over both panels of the lower section, with the value column headed "Number of cases" on each side. Because header_rows can carry only the headings at the top of the table, it is recorded here as a label-only row at the point where it is printed. The six 8 (b) rows that follow are its body: 8 (b) (1)–(3) from the lower left panel, 8 (b) (4)–(6) from the lower right panel, both value columns headed "Number of cases". Row labels wrapping across lines were joined and end-of-line hyphens repaired: "discrim-/inatory" to "discriminatory". The printed "$8, 230" is written "$8,230". No footnotes are printed under the table. No cell is illegible; the scan is clean and all eleven values are unambiguous.
