Footnote markers: the raised 1 is printed BEFORE the figure in two cells ("1 18,887" and "1 2,183"); I attached it after the value as 18,887^1 and 2,183^1. Decimal points in the "Percent of cases closed" column print faintly or not at all in this scan, and the typesetting also leaves a space after the point. I restored the point in every case where the column's one-decimal pattern makes the value unambiguous. Specifically: "100 0" -> 100.0 (point not visible), "99. 9" -> 99.9, "86. 6" -> 86.6, "79. 6" -> 79.6, "2 6" -> 2.6 (point not visible, Consent election—not authorized), "3. 9" -> 3.9, "11 6" -> 11.6 (point not visible, Withdrawn), "1. 7" -> 1.7. The cell for "Regional director directed election—not authorized" prints as a bare "2" with no visible leading point; given the neighbouring ".3" and ".1" entries and a case count of 39 out of 18,887 it is almost certainly ".2", which is what I transcribed — flagging it as the least certain cell in the table. Cells reading "(2)" hold a raised 2 inside parentheses used in place of a value (footnote 2, "Less than 0.1 percent"); I transcribed them literally as (2) rather than as a caret marker, since the marker is the entire cell content. The footnote 2 marker under the table is a worn superscript that could be misread as a 3; it is the 2 referenced by the "(2)" cells. Footnote 2 has no terminal period as printed. Row label "Adjusted-consent election—authorized" is printed with a short hyphen after "Adjusted" where the parallel rows use an em dash; transcribed as it appears. Indentation levels (not represented in the grid): "Before formal action, total" and "After formal action, total" are top-level sections; "Adjusted", "Withdrawn", "Dismissed", "Otherwise" and the three "After formal action" method lines sit one level in; the six consent/stipulated/regional-director election lines sit under "Adjusted", and the final four lines (Authorized, Not authorized, Withdrawn, Dismissed) sit under "After regional director directed election and hearing on objections". Arithmetic as printed: the final four rows sum to 12, matching their parent; 18,863 + 24 = 18,887, consistent.
