Footnote marker 3: in this scan the raised 3 is broken and prints much like an "8" or "s" (seen in the Union-authorization column at New York, Buffalo, Baltimore, Detroit, Atlanta and Portland, and in the footnote legend itself). It is read as marker 3 ("Includes 1 UD case.") on the strength of the footnote sequence 1-2-3-4 and because the arithmetic works with the digits that follow treated as the whole value: all four columns of the subregion groups sum to their group lines, and all 19 regional lines sum exactly to the printed Total row (25,874 / 5,314 / 8,370 / 12,190). No internal inconsistency found. "Santurce, P. R." is printed with the period-space spacing shown. Stray ink specks sit in the Unfair labor practice column beside Kansas City and subregion and in the Representation column beside Honolulu; both are dirt, not digits, and those cells are transcribed as the single printed numbers 206 and 20.
