Types of unfair labor practices alleged in charges filed during the fiscal year 1949

Two-panel table: the left panel (rows "Subsections of Sec. 8 (a)" through "8 (a) (1) (3) (5)") is given first, then the right panel (rows "8 (a) (1) (4) (5)" through "8 (a) (5)"); the identical column headings printed over each panel are given once. The right panel's first five rows continue the list of subsection combinations begun in the left panel; a double rule then separates the italic section line "Recapitulation" and its five rows. Between the caption and the column headings the page prints a panel head, "A CHARGES FILED AGAINST AN EMPLOYER UNDER SEC. 8 (a)", which sits above the table's column rules and so is not transcribed as a body row. "Subsections of Sec. 8 (a)" and "Recapitulation" are printed in italic as section lines with no values. Decimal points: in this rendering the periods in several "Percent of total" cells are very faint or dropped (they appear as "100 0", "52 9", "15 1", "4 5", "6", "1 4", "9 0", "68 9", "2 0"), while they print clearly in others (8.4, 6.8, .1, .2, .8, 12.9, 25.8). These are one-decimal percentages and I have transcribed the decimal point in every such cell; the affected cells are Total/Percent (100.0), 8 (a) (1) (3)/Percent (52.9), 8 (a) (1) (5)/Percent (15.1), 8 (a) (1) (2) (3)/Percent (4.5), 8 (a) (1) (2) (5)/Percent (.6, printed as a bare "6"), 8 (a) (1) (3) (4)/Percent (1.4), 8 (a) (1) (3) (5)/Percent (9.0), and in the Recapitulation 8 (a) (1)/Percent (100.0), 8 (a) (3)/Percent (68.9), 8 (a) (4)/Percent (2.0). The "Percent of total" cell for the right panel's "8 (a) (1) (4) (5)" row holds a parenthesized raised 1, a footnote reference rather than a value; it is transcribed "(^1)". The text of that footnote is not inside the crop (the table is closed by a rule at the foot of the image), so `footnotes` is empty.

p. 177. Layout: the page holds two sections (B and C), each printed as two side-by-side panels with the same two value columns. The column headings are printed once, above section B's panels, and serve both panels and section C. I have flattened each section into the three columns of one panel: all of section B's left-panel rows, then its right-panel rows (which continue the subsection list and carry the "Recapitulation of Allegations" and "Analysis of Sec 8 (b) (1)" blocks), then the section C heading, its left-panel rows, then its right-panel rows. The centered section lines "B ... SEC 8 (b)" and "C. ... SEC. 8 (b) (4)" are transcribed as label-only rows; the overall table caption is omitted. Decimal points: this is a coarse 1-bit scan that drops small dots very often (note the missing dots on many "i"s, e.g. "showing specific", "Subsections", "Recapitulation", "allegations"). In the percent column most decimal points are invisible and appear only as a gap, e.g. "100 0", "9 6", "16 4", "57 3"; a few survive (".2", ".1", ".5", "2.2", "2.5", ".3", ".9"). I have restored the decimal point in every percent cell, since the right-alignment fixes its position and the figures check out against the case counts. Doubtful cell: the percent for "8 (b) (1) (2) (6)" (first row of section B's right panel) reads as "0 2", i.e. a leading zero before the decimal, unlike every other sub-1 value in the table, which is set as ".n". I have written it "0.2"; it may in fact be ".2" with a stray mark. Section-line periods: "C. CHARGES FILED AGAINST A UNION UNDER SEC. 8 (b) (4)" clearly shows the periods after "C" and "SEC"; in the parallel line for section B no periods are visible after "B" or "SEC", almost certainly the same dropped-dot artifact, but I transcribed both lines as they appear rather than regularizing them. Likewise "Subsections of Sec 8 (b)" and "Analysis of Sec 8 (b) (1)" show no period after "Sec". Arithmetic (transcribed as printed, not corrected): the case counts are internally consistent — section B's 29 detail rows sum to 1,160, every recapitulation total for 8 (b) (1) to (6) reconciles with the detail rows, 8 (b) (4) = 340 matches section C's total, section C's 11 detail rows sum to 340, and its four recapitulation totals reconcile. Two printed percents look like one-unit rounding slips: 112/1,160 is 9.7 but prints as 9.6, and 74/340 is 21.8 but prints as 21.7. A stray dot sits just right of "54" in the count column of row "8 (b) (1) (4)"; I read the value as 54.
