Cell 0 (the stub) is the case docket number as printed in the leftmost column of each panel; cell 1 is the company name. No column headings are printed, so header_rows is empty. The two centered lines "I. Unfair Labor Practice Cases" and "A. Cases decided after contest" are section lines spanning the full page width above both panels and are transcribed as label-only rows.
