Header structure read as follows: the spanner "Number of cases" and its rule cover only the five identification columns (the text is centred on that block, x-centre ~1018 of the 687-1350 region, and the rule beneath it does not cross the Total column), while "Total" is a tall single heading occupying all three header levels (its text is vertically centred on the full header depth). If instead "Number of cases" was intended as the spanner over all six numeric columns, only the top-level cell for Total would change. The stub has no printed heading. The four centred section lines ("All cases", "Unfair labor practice cases", "Representation cases", "Union-shop authorization cases") carry no values; their value cells are empty. Cells rendered as "" where the print shows a dash rule (------): Employers in "Cases pending July 1, 1947^1" under Unfair labor practice cases; Individuals in "Cases pending July 1, 1947^1" under Representation cases; the entire "Cases pending July 1, 1947^3" row under Union-shop authorization cases; and Individuals and Employers in the remaining four Union-shop authorization rows. Verification: every printed Total equals the sum of its five component columns in all 20 data rows, so the column assignments are internally consistent. Doubtful character: the raised marker ending the label "Cases received July 1947-June 1948^3" in the Union-shop authorization block. It is read as a 3 (matching the 3 on the row above), but at this scan quality a 2 cannot be ruled out; the same label in the other three blocks clearly carries a 2. The date ranges are printed with an en dash; transcribed here as a hyphen. Some stray ink specks (a small "o"-like mark above "Total" in the header and beside "5,285") are scanning artefacts, not characters.
