p. 168. This crop is a continuation page of a case list: no column headings are printed, so header_rows is empty. Two printed columns: case number (stub) and company name. The body is an alphabetical list of company names; blank lines separate alphabetical letter groups (S, T, V, W before the section heading; M, P, S after it). Those blank spacer lines are not transcribed as rows. The centered line "D. Cases in Which the Board Directed the Opening and Counting of Challenged Ballots, Following a Prehearing Election" is a section heading printed in a different (sans-serif) face across the full width; it is given as a label row with an empty second cell. It wraps onto two printed lines and has been joined. "Vanadium Corp .of America." is transcribed exactly as printed — the period sits before "of" with the space after it, apparently a typesetting error for "Corp. of America." The scan is degraded and several digits are thickened/filled, so some case numbers carry residual doubt: 21-R-3919 (the 3 could read as 8), 7-R-2662, 13-R-4391, 13-R-4269, 4-R-2567 and 2-R-7639. Each was transcribed as the most likely reading. The dashes in case numbers are printed as en-dashes and have been written as plain hyphens. A small isolated ink speck appears in the right-hand white space beside the "13-R-4391 Trindl Products, Ltd." line; it is not data. The last row sits at the bottom edge of the crop, so the list almost certainly continues onto the next page.
