p. 164. This crop is not a numeric statistical table but a page of an appendix case list, set in two columns: the case docket number (stub) and the company name. No column headings are printed anywhere on the page, so header_rows is empty. The two centered lines "II. Representation Cases" and "A. Cases in Which Elections Were Directed" are treated as section rows (label only, second cell empty). If the project's convention counts them as caption text, they can be dropped without affecting the data rows. The running head "Twelfth Annual Report of the National Labor Relations Board" and the page number 156 were omitted as instructed. The printed list is broken by blank lines into alphabetical groups (A/B/C/D/E/F/G/H/I/J/K/L/M/N/O); those blank spacing lines are not represented as rows. The list is cut off at the bottom of the page after "8-R-2575 Ohio Rubber Co." and continues on the following page (entries beyond O are not on this crop). Doubtful cells: the docket numbers are small type in a 1-bit scan, so digits that share outlines (6/8/9, 3/8, 0/6) carry some risk; the ones I am least sure of are "13-R-4435" (Armstrong Bros., Tool Co.), "15-R-2169" (Chicago Mill & Lumber Co.), "13-R-4226" (Gasway Corp.), "13-R-4388" (Matthiessen & Hegeler Zinc Co.) and "9-R-2557" (National Cash Register Co., The.). The sub-regional prefixes read as 15M, 17D, 13M and 5W (two occurrences); these are consistent with the companies' locations (Memphis, Denver, Milwaukee, Winston-Salem). Name column: in "7-R-2593 Federated Publications, Inc., Radio Stations, Well & Well FM." the station call letters are printed as "Well & Well FM" in the scan and the final "FM." sits in heavier type at the line end; the underlying call signs are almost certainly WELL and WELL-FM, but I transcribed the characters as printed. Trailing periods that end an entry (e.g. "Detroit Edison Co., The.", "Morris Paper Mills.") are reproduced as printed. There are no leader dots in this list and no footnotes under it. Two entries carry the same company name under different dockets (14-R-1708 and 17-R-1800, both "International Shoe Co."); that is as printed, not a duplication error.
