The crop ends after the South Atlantic division (Florida); the table continues on the following page with the remaining divisions (East South Central, West South Central, Mountain, Pacific) and a grand total, and the text of footnote 1 is printed at the end of that continuation, not on this image. The line "See footnote at end of table," printed below the rule is reproduced in `footnotes` even though it carries no marker. South Atlantic, "Representation cases / Number": the heavy 1-bit scan renders the hundreds digit ambiguously between 3 and 8 ("1,311" vs "1,811"). I transcribed 1,311 because the printed column and row arithmetic all agree on it: 511 + 1,311 = 1,822 (the printed "All cases" figure), the nine South Atlantic state entries in that column sum to 1,311, and the printed +48.6 percent change implies a 1946 base of 882, which equals the sum implied by the nine states' percent-change figures. 1,811 is inconsistent with every one of those. Florida, "Unfair labor practice cases / Percent of total": I read ".9", but this looks like a misprint or a doubtful glyph. Wisconsin has the identical count of 35 in that column and is printed ".8", and 35 against the implied 1947 unfair-labor-practice total of roughly 4,240 is 0.83 percent. The glyph is in the 8/9 confusion range at this scan quality; it is transcribed as read, not corrected. New England, "Percent increase or decrease / Unfair labor practice cases": a small stray ink mark sits immediately left of the minus sign; it is scanner noise, not a footnote marker, and is not transcribed. Percent values printed without a leading zero (".3", ".0") are kept exactly as printed. All other rows were checked and are internally consistent: in every row the unfair labor practice and representation counts sum to the "All cases" figure, each division figure equals the sum of its states, and each printed percent change agrees with a whole-number 1946 base.

Column structure: 8 columns — stub, "All cases", then four columns under "Number of cases received in 1947" (ULP Number, ULP Percent of total, Representation Number, Representation Percent of total), then two columns under "Percent increase or decrease compared with 1946" (ULP, Representation). The stub heading and "All cases" are tall headings spanning all three heading levels; the two percent-change headings span the lower two levels. Doubtful / damaged cells: - Mountain, ULP Percent of total: the decimal point is not visible in the scan (prints as "2 0"); transcribed as "2.0" on the pattern of the rest of the column. - Outlying areas, Percent increase ULP: the decimal point is likewise faint/absent (prints as "-15 7"); transcribed as "-15.7". - Mississippi, Percent increase Representation: ink-filled digits; reads "+176.2" but the "7" and "6" are partly blotted. - Nevada (both "Percent of total" columns) and Alaska (Representation Percent of total) carry a parenthesised raised footnote reference instead of a value; transcribed as "(^2)". - The heading over the ULP percent-change column shows a stray dot after "cases" ("Unfair labor practice cases ."); treated as a scan artifact and omitted. Minus signs are printed as en dashes in the original and are transcribed as ASCII hyphen-minus. Footnote 1 is cut off by the bottom edge of the crop mid-sentence (it continues past "U. S. Department"); footnote 2, which several cells reference, is below the crop and is not visible at all.
