Reader’s notes

p. 72. The crop shows no column headings, so header_rows is empty. Two printed columns: the item stub and a single amount column; the dollar sign is printed only on the first value (Salaries). Leader dots between label and value were dropped. The topmost line of the crop is a cut-off tail of the introductory sentence ("...are as follows:") and the bottom shows the printed page number "64"; both were excluded as non-table matter. A horizontal rule separates Equipment from the grand-total line. The grand-total row label wraps onto two printed lines ("Grand total obligations and expenditures for salaries and / expenses") and was joined into one label. Arithmetic check: the ten item amounts as transcribed sum to 4,441,650, which is 5,000 more than the printed grand total of 4,436,650. Nothing was corrected — every figure is as read. The scan is a coarse 1-bit image in which 8 and 3 are easily confused, so the discrepancy may be a misread thousands digit in one of 98,176 / 158,636 / 58,907 (or the report itself may contain a misprint); those cells and the "$3,403,508" figure are the least certain in the amount column.
