0 of 1 figures sit in a row or column sum that works out.
p. 228. This page is not a numeric statistical table but Appendix G, a priced list of government publications; it has two printed columns (publication title, price) and no column headings, so header_rows is empty. The caption lines "APPENDIX G" and "GOVERNMENT PUBLICATIONS CONCERNING THE N. L. R. A.^1" are omitted per instructions; note that the caption carries a superscript footnote marker 1 whose footnote text is not printed anywhere on this crop, hence footnotes is empty. The centred boldface lines "Statutory Texts", "Annual Reports of the N. L. R. B.", "Decisions and Orders of the N. L. R. B.", "Court Documents" and "Special Studies" are transcribed as section rows with an empty price cell. Crop: a further centred section heading is cut off at the bottom edge of the image (only the tops of the letters survive, apparently something like "Documents Out of Print"); it and any rows under it are not transcribable and are not included. Doubtful cells, all caused by faded ink in this 1-bit scan: - "Tenth Annual Report, for the fiscal year ended June 30, 1945", price column: printed as "25" with no visible decimal point, unlike every other price in the column (".20", ".25", ".35"). Transcribed as seen; it is almost certainly ".25" with a dropped point. - "To date, four volumes of court decisions ...": the price range reads "$1.25 to $2 75" — the decimal point in "$2 75" is not visible. Transcribed as seen; intended reading is "$2.75". - First Statutory Texts entry: the opening parenthesis after "National Labor Relations Act" is never closed in the printed text (the line ends "of 1934" followed by leader dots). Transcribed as printed. - Periods in the abbreviations "N. L. R. B." (row "Statutes and Congressional Reports Pertaining to the N. L. R. B.") and "No." (row "Collective Bargaining in the Newspaper Industry ... Bulletin No. 3") are very faint or missing in the scan; they have been written in the standard form used elsewhere on the page. - The punctuation between the bulletin number and the year in the three Division of Economic Research entries is ambiguous between a colon and a semicolon at this resolution; it is rendered ":" for Bulletin No. 2 and ";" for Bulletins No. 3 and No. 4 as best read. - "February 8-11,1937" is printed with no space after the comma; kept as printed. Dashes in "1-41", "1-45", "8-11" and "1942-4" are rendered as plain hyphens. - Printed spacing inside prices ("$0. 10", "2. 25") has been closed up to "$0.10" and "2.25".
