28 of 28 figures sit in a row or column sum that works out.
p. 99. Eight printed columns: stub, "Total number of polls", two columns under "Results of polls", "Total number eligible to vote", and three columns under "Valid votes cast". "Total number of polls" and "Total number eligible to vote" are tall single headings spanning both heading levels, so they are repeated in both. In the Total row, "Voted against interruption of work" is printed as a raised 1 followed by 91; transcribed as 91^1 with the 1 treated as the footnote marker (consistent with the footnote text and with 51+3+37=91). The scan has stray ink specks in the heading band and above several figures (e.g. a dot over the 9 of 96,776 in the A. F. of L. row); these are read as artifacts, not characters. All column sums of the three affiliate rows reproduce the printed Total row exactly in every one of the seven numeric columns, which corroborates the digits.
