p. 23. Seven columns: a "Fiscal year" stub plus three two-column groups (All cases / Unfair labor practice cases / Representation cases), each split into "Before formal action" and "After formal action"; the stub heading spans both heading levels. Footnote markers: three footnotes (6, 7, 8) are printed under the table and point to Appendix tables 3, 8 and 7, which correspond one-to-one with the three column groups, so the markers are most likely raised digits on the group headings "All cases^6", "Unfair labor practice cases^7" and "Representation cases^8". I could not actually resolve the raised digits in this scan — the heading band is heavily speckled with stray ink dots — so I transcribed the headings without markers rather than reconstruct them. It is also possible the markers are cited in the running text of the page rather than in the table itself. Values are percentages (no percent signs printed). The typesetting leaves a space after each decimal point ("82. 7"); I wrote them closed up. Every "Before" + "After" pair in every row sums to exactly 100.0, which supports the column assignments. The crop includes the word "taken." above the caption; that is the tail of the preceding body paragraph, not part of the table, so it is omitted.
