Below the last rule a partial line "See footnote[s] ..." together with the page number 87 is clipped by the bottom edge; no footnote text is legible, so `footnotes` is empty. Footnote marker 1 is attached to the caption, which is excluded per instructions. Stub heading marker: the raised character after "Division and State" is faint and smudged; it reads plausibly as 2 (the second marker in the table, after the caption's 1) but could be a 3. Transcribed as "Division and State^2". Minus signs are printed as en-dash-like rules; transcribed as ASCII hyphen-minus. Percent cells below 1.0 are printed without a leading zero (".3", ".6") and are kept that way. "New Hampshire" and "West Virginia" show a printed bare "0" (not blank) in the unfair-labor-practice percent-change column. Internal arithmetic checks pass throughout: in every row All cases = unfair labor practice Number + representation Number, and each division total equals the sum of its listed States, which supports the digit readings and column placement.

The table has 8 columns: stub, then five under "Number of cases received in 1943" (All cases; Unfair labor practice cases Number and Percent of total; Representation cases Number and Percent of total), then two under "Percent increase or decrease compared with 1942". Footnote markers: the superscript 2 and 3 glyphs are nearly identical in this scan. The stub heading's marker is read as 2 (it points to the Bureau of the Census grouping note), and the parenthesized markers in the body are read as 3 ("Less than 0.1 percent").
