0 of 11 figures sit in a row or column sum that works out.
p. 89. Two columns: a stub of expenditure objects and a single unlabelled amount column. No column headings are printed on this crop, so header_rows is empty. Excluded as non-table matter: a clipped line of running text at the very top of the crop ("...1943, are as follows:"), which is the sentence introducing the list, and the printed page number "82" at the bottom. Layout cues kept as rows: a horizontal rule runs above "Total salaries and expenses" and another above "Grand total expenditures and obligations"; both are rule marks only and carry no cells of their own. Legibility: in "Other contractual services" an ink blot from the facing page sits over the letters "ua" in "contractual"; the word is still readable from context and letter shapes. A small stray ink mark sits in the blank space to the left of the 29,971 figure on the "Supplies and materials" line; it is not a footnote marker or a digit. A faint stray dot also appears left of 106,904 on the "Communications" line, again not a character. The printed figures are internally consistent: the eight object-class amounts sum to the printed 3,385,021, and that plus printing and binding (213,971) gives the printed 3,598,992. Nothing was computed into the grid; this is only a check reported here. Typesetting spaces after the digit-grouping commas ("$2, 590, 577") were closed up as instructed.
