p. 171. This is not a statistical table but a cross-reference concordance between section numbers used in the report and the corresponding Federal Register section numbers. It is printed as three side-by-side panels of two columns each; per instructions the panels are stacked (left panel rows first, then middle, then right) and the headings are given once. The "ARTICLE II—Continued" section line therefore appears twice, once at the head of the middle panel and once at the head of the right panel; these are the printed panel-continuation lines, not duplicated data. The article section lines ("Article I", "Article II", "Article III" and the "—Continued" variants) are set in small capitals spanning both columns; I have transcribed them in full capitals as they appear, with the em dash before "Continued" as printed. Doubtful cells: in the right panel, the value for row "38" is printed with a broken/filled-in middle digit that reads as "20?. 38"; from the sequence 202.34–202.37 above it, it is almost certainly "202.38", which is what I transcribed. In the left panel, the value for row "5" ("201.5") has a slightly malformed digit that could be misread as 6, but the surrounding sequence 201.4 / 201.6 fixes it as 201.5. Column alignment note: in the right panel, the first data row under "ARTICLE II—Continued" prints only "202. 34" without the word "Section" (unlike the first data row of the other panels and of "ARTICLE III", which print "Section 201.1", "Section 202.12", "Section 202.1" and "Section 203.1"). I kept that difference as printed. All values in the second column are printed with a space after the decimal point ("202. 12"); per instructions the space is removed. The printed page number (168) at the foot of the crop is excluded.
p. 172. The table is printed as three side-by-side panels, each with the same two column headings ("Numbers appearing herein" / "Numbers appearing in Federal Register") and its own stub. It is transcribed as one two-column table with the headings given once and the panels stacked: left panel (Articles IV and V) first, then middle panel (Articles VI and VII), then right panel (Articles VIII and IX). The "ARTICLE ..." lines are centered small-caps headings that span both columns of their panel; they are transcribed as label-only section rows with an empty second cell, and their small-caps typesetting (large A, smaller capitals for the rest) is rendered as full capitals. The compositor leaves a space after the decimal point in the Federal Register numbers ("204. 1", "208. 1"); these are written closed up as 204.1, 208.1, etc. Leader dots after the stub section numbers are dropped. In the stub, only the first row of each Article block prints the word "Section"; the following rows print the bare number (2, 3, 4), and that is kept as printed. No footnotes, caption or page number fall within the crop.
