Both are transcribed as label-only rows; "CASES" therefore appears as the first body row even though it is printed above the column headings, which are given once and apply to both sections. The stub column carries no printed heading. The raised 1 markers in the "All unions and individuals" column are printed to the left of the values 1,365, 283 and 1,032 and are transcribed as trailing ^1 markers. The footnote text ends with "but only once in the total" with no closing period visible; it may be clipped by the bottom of the crop, though no further line is visible. All four WORKERS rows and the "Workers placed on preferential hiring list" row sum exactly across the four affiliation columns; the three rows carrying the ^1 marker do not, as the footnote explains.
