253 of 266 figures sit in a row or column sum that works out.
p. 39. The crop cuts the table off at the bottom: the final row ("Cases withdrawn", the third sub-row under "Cases closed after intermediate report") is sliced through the baseline of its digits, and only the "All cases" and "A. F. of L." figures (1 / 7 / 1 / 7) are legible; the C. I. O., unaffiliated-union and individual cells of that row are below the cut and are left empty rather than read. The table clearly continues past this crop — the subtotal "Cases closed after intermediate report" is 44 cases while only 19+5+1 = 25 appear in the visible sub-rows, so further sub-rows (and probably further "Cases closed after formal action" blocks) fall on the continuation. For the same reason no footnote texts appear on this image, even though raised markers 1, 2, 3 and 4 are used in the body, so `footnotes` is empty. Marker placement: in the first five body rows the raised markers are printed to the LEFT of the figure (e.g. a raised 1 before 2,164); per instructions they are written after the value behind a caret. The "Cases on docket" row carries two markers (raised 1 and raised 2) on both of its "All cases" figures; these are rendered as "6,981^1^2" and "2,526,194^1^2" (one caret per marker), not as a single footnote 12. Doubtful cells: in "Cases closed otherwise" (the fourth sub-row of "Cases closed before formal action"), the unaffiliated-unions Number reads "3" followed by a stray ink dot, transcribed as 3. In the same block the "Cases settled" row under "Cases closed after intermediate report" has A. F. of L. Number 3 against only 75 workers; that is what is printed. Cells shown as a dashed rule (the unaffiliated/individual columns of the "before hearing" block, the "Cases closed otherwise" row of the "after hearing before intermediate report" block, and similar) are transcribed as empty strings. En dashes in the date labels have been written as plain hyphens.
p. 40. The crop is a continuation page: no column headings are printed, so header_rows is empty. The grid has 11 columns — the stub plus five cases/workers pairs (total, then four affiliation groups), whose headings appear on the preceding page. Cells printed as a dash rule or leader dots only are given as "". The two cells reading "(6)" (row "Cases dismissed" under "Cases closed after board decision", column 8; row "Cases withdrawn", column 10) are a raised footnote 6 inside parentheses standing in place of a value, not a number; they are transcribed literally as printed. Footnote markers: the raised glyphs before 232 and 135,613 in "Cases closed after court action", and before 2,283 and 1,318,189 in "Cases pending, June 30, 1941", are small and partly broken in the scan. I read them as 5 and 1 respectively, which match the content of those footnotes (consent decrees; joint complainants). Marker identity is the least certain part of this transcription; the 5 on the workers cell 135,613 is slightly fainter than the one on 232. Arithmetic (transcribed as printed, not corrected): every row above "Cases pending" cross-foots exactly — e.g. 49+80+8+3=140 and 18,474+49,047+2,610+1,500=71,631; the four detail rows sum to the "after board decision" and "after court action" lines in both cases and workers. The final row does not: the case columns sum to 2,281 against a printed total of 2,283, and the worker columns sum to 1,308,639 against a printed 1,318,189 (short by 9,550). Both gaps are consistent with footnote 1, which puts 2 jointly filed cases in the total without assigning them to an affiliation column. In footnote 5 the figure "156" is legible but the final digit is slightly filled in; "150" cannot be entirely ruled out.
