p. 139. The table is a simple two-column list: row labels (stub) and a single unheaded value column; no column headings are printed, so header_rows is empty. The top of the crop shows a partially cut-off line of running narrative text ("...these circumstances the list, on June 30, 1940, was as follows:"), which is body prose introducing the list and not part of the table, so it is excluded. The first row label wraps onto two printed lines with an end-of-line hyphen in "jour-nals", joined here as "journals". A short rule above the Total line marks it as the sum; the printed figures do add to 2,898. All digits are clear.
