Footnote 1 is printed as a small raised 1 immediately BEFORE the figure it marks (e.g. "¹ 2,243"); I have transcribed it as a trailing marker ("2,243^1") per the caret convention. It appears on the "Total number of cases", "A. F. of L. ... Number of cases" and "C. I. O. ... Number of cases" columns in the rows: Cases received July 1, 1939–June 30, 1940; Total cases on docket during fiscal year; Cases closed before formal action, total; Settled—Consent election (first block); Total cases closed during fiscal year. Cells printed as a lone raised "(²)" in parentheses, standing in place of a figure (footnote 2, "Number of workers involved counted in another case"), are transcribed literally as "(2)". Doubtful readings: "Without election" (Certification, After Board decision) shows A. F. of L. workers as 163, which is small relative to the 44 cases / 11,771 total workers in that row, but 163 is what is printed. "Otherwise closed before formal action" shows Unaffiliated unions workers 7,000 against a row total of 7,304 — as printed. The report itself warns (footnote 1) that totals do not add because of double counting.
