Reader’s notes
p. 55. Seven columns: stub, "Number of cases", two "Percentage of—" columns (total cases closed / total cases on docket), "Number of workers involved", and two more "Percentage of—" columns (of total workers involved in cases closed / on docket). "Number of cases" and "Number of workers involved" are tall single headings spanning both heading levels, so they are repeated in each level; the stub heading is blank. The cells transcribed as "(1)" are printed as a parenthesised raised 1 standing alone as the entire cell content (rows "(a) Consent election" and "(c) Pay-roll check" under the formal-action settlement groups, in both the "workers involved in cases closed" and "workers involved in cases on docket" percentage columns). There is no numeral beside them: the marker itself is the value, pointing to footnote 1, "Less than 0.05 percent." I left them as "(1)" rather than using the caret form, since they are not attached to a printed number. Rows whose cells are all dash rules ("(c) Pay-roll check" under "By settlement before hearing", "By settlement after hearing", and "(b) Recognition of representatives" under "By settlement after hearing") are given as empty cells. The dashes in the two "cases closed" percentage columns for the pending/received/docket rows, and in the two "on docket" percentage columns for the "Total cases closed July 1, 1938, to July 1, 1939" row, are likewise empty. The label of the penultimate row is printed "July 1,1939" with no space after the comma; I wrote "July 1, 1939". The crop runs very close to the right edge of the last column, so some values there carry a stray mark after the final digit (e.g. 32.2, 67.8, 13.3, 5.0, 3.2, 3.5, 1.5, 15.8, .4); I read them as complete two- or three-character values and they are consistent with their column totals, but the last digit of that column is the least certain part of the grid. Checked against the printed structure: 209+120+115+150+165+2 = 761 and 761+166 = 927, which match the printed totals.
