The right panel repeats its own printed \"Region:\" section line, so that label appears twice. The stub column has no printed heading at either heading level. Checks: all four columns sum exactly to the printed Total (Board + Regions 1-22 = 581 / 624 / 377 / 512), which corroborates the digits and their column assignment. Doubtful cells, all resolved by the column sums: Region 9, \"Hearings held\" — the glyph is blotted and could read 0 or 9; 9 is required by the column total and is transcribed. Region 16, \"Notices of hearings issued\" — a round ink blob sits immediately left of 15; it is a speck, not a footnote marker (an unmarked 15 is what the column total requires), so nothing is recorded for it. Region 17, \"Decisions issued\" — the 1 sits close to the right-hand rule and is faint, but 1 is confirmed by the column total. The footnote line at the foot of the page is clipped by the crop at mid-letter height but remains legible; a faint vertical rule and stray marks at the far right edge are page artifacts, not a further column.
