Reader’s notes

p. 20. This is not a statistical table: it is the textual directory "D. REGIONAL OFFICES—LOCATION, TERRITORY, AND DIRECTING PERSONNEL" (page 13 of the 1939 report), set in three untitled columns — office/address (stub), territory, and directing personnel. It contains no numeric data. No column headings are printed over the columns (the all-caps line above is the section caption, which has been omitted per instructions), so header_rows is empty. There are no column rules; the three columns are set off by whitespace only, but the alignment is unambiguous. The listing is cut off by the page: it begins at Region 1 and ends mid-list at Region 5; Regions 6 and beyond continue on the following page. Each entry's wrapped lines (and end-of-line hyphenations such as "Build-ing", "Massachu-setts", "Rock-land", "Securi-ties", "direc-tor", "at-torney") have been joined into single cells. The scan shows a stray speck inside "Richmond" in the Region 2 territory cell (printed as "Richm'ond"); it is transcribed as "Richmond". Scattered specks/dots elsewhere in the white space are scan artifacts, not printed text.

p. 21. This is a directory-style table (regional offices) rather than a numeric table; it has three printed columns: office/address (stub), territory, and personnel. No column headings appear on this page because it continues the table from the preceding page, so header_rows is empty. The table also continues past this page: the crop ends after Region 10, with blank space below. Each entry's text is heavily hyphenated and letter-spaced in the original (e.g. "C o u n tie s", "R a n d ol p h", "M a r e n g o"); the line breaks and end-of-line hyphens have been joined per instructions. In the Region 10 territory cell, the mark printed after "Choctaw" looks like a period in the scan but the list plainly continues ("Marengo, Dallas, Lowndes, ..."), so it is transcribed as a comma. In the Region 6 territory cell "Monongalia" is printed with a stray apostrophe-like mark ("M'onongalia") and "and Franklin" carries a stray raised tick after "and"; both are scan artifacts, not footnote markers, and are omitted. The running head ("14 FOURTH ANNUAL REPORT OF NATIONAL LABOR RELATIONS BOARD") is excluded.

p. 22. This crop is not a numeric statistical table but a three-column directory of NLRB regional offices (office/address | territory covered | director and attorney), set without column rules. No column headings are printed on this page — the list continues from the preceding page (it begins mid-sequence at Region 11 and ends at Region 16, so the list is cut off at both ends by the page break, not by the crop). The running head "II. THE NATIONAL LABOR RELATIONS BOARD" and page number 15 were excluded as instructed. End-of-line hyphens were repaired throughout (e.g. "Custom- house" -> "Customhouse", "School- craft" -> "Schoolcraft", "Mis- sissippi" -> "Mississippi", "Schwei- nitz" -> "Schweinitz", "Macou- pin" -> "Macoupin"). Doubtful punctuation: in the Region 11 territory cell the mark after "Indiana" reads like a period in the scan ("Indiana. except for Lake,"); context indicates a comma and it is transcribed as a comma. The page carries numerous stray ink specks and broken-type marks in the margins and between columns (including a small mark near the middle of the Region 11 block and after "Counties." in the Region 13 territory cell); none appear to be footnote markers and none were transcribed. No footnotes are printed on this page.

p. 23. This crop is not a numeric statistical table but a three-column directory of NLRB regional offices: column 0 = office number and address (stub), column 1 = territory covered, column 2 = regional director and attorney. No column headings are printed on this image — the listing continues from an earlier page (it begins at Region 17), so header_rows is empty. There are no column rules; the three columns are set off only by white space, but the column boundaries are unambiguous. Words broken by end-of-line hyphens were rejoined (Scot-land, Cal-laway, Minne-apolis, Ida-ho, Tu-lare, Ange-les, McTer-nan, Wyo-ming, direc-tor, di-rector, at-torney); the hyphen in "Dexter-Horton" is printed mid-line and is retained. Scanning speckle makes a few letters faint: "Monterey" in the Region 21 territory cell prints as something closer to "Montercy", "Wyoming" in the Region 22 territory cell is letter-spaced and its continuation "ming" has a damaged first letter, and the leading "Minne-" line of the Region 18 address carries a stray mark; all are read as the obvious words. The surname "Kuelthau" (Region 22, third column) and "Rosseter" (Region 20, third column) are legible but worth spot-checking against the source. Row order top to bottom is as printed; nothing appears cut off at the left or right, though the list clearly continues onto the next page.
