0 of 12 figures sit in a row or column sum that works out.
p. 290. The table is a simple two-column list of expenditures with no printed column headings, so header_rows is empty. The crop includes a sliver of running body text above the table ("...are as follows:"), which is not part of the table and has been omitted. Horizontal rules appear above "Total salaries and expenses" and above "Grand total expenditures and obligations"; these are rules, not data rows. The printed figures are internally consistent: the nine itemized amounts sum to 2,341,489, and that plus 115,395 equals 2,456,884. The typesetting inserts a space after each digit-grouping comma (e.g. "$1, 574, 339"); these have been normalized to "$1,574,339" per instructions. Only the first row carries the dollar sign.
