p. 263. The crop is a full printed page (p. 256 of the Third Annual Report, sections "B. Stages at Which Information Is Available" and "C. Activities of Publications Division"), almost entirely running prose. The only tabular matter is the untitled two-column mailing-list tally near the foot of the page, introduced by the sentence "Under these circumstances the list, on June 30, 1938, was as follows:"; that tally is what is transcribed here. It carries no caption and no column headings, so header_rows is empty. The first row label is printed on two lines ("...trade journals," / "students, etc.") and has been joined. A short rule is printed above the Total row; the leader dots after each label have been dropped. Figures are printed with a space after the comma ("3, 233", "3, 255") and are written here without it. The printed total is internally consistent (3,233 + 22 = 3,255). No numbers from the surrounding prose (766 releases, 1,915 pages, 700,000 words, 30 speeches) are part of the table.
